Job description
Serve as an agricultural policy, commodity, and marketing analyst, and advisor to the Agricultural Counselor and Attaché concerning Senegal and West Africa policies and programs relating to agricultural production, trade, and the overall agricultural sector. The analyst plans, organizes, monitors, and helps manage marketing activities designed to achieve expansion of US agricultural exports. Reports on commodities or policy topics of significant interest to the USDA and US Government, including production, trade, marketing/promotion, agricultural development, and/or other policy issues. Identifies potential trade problems, and recommends appropriate action to the USDA, US trade associations and industry, and the US Government.

The incumbent must function with a high degree of independence and show excellent judgment in his or her dealings with the private sector and government officials.

 

Job requirements
Experience : Minimum five years of progressively responsible service in agricultural policy, economics, or market analysis/research that includes significant analysis and report writing is required. Out of five years, two years of experience in food and agricultural marketing and trade promotion is required.

Job knowledge : Must have a good understanding of program areas, policies, objectives, reporting requirements and software or information systems. Must be familiar with US Government statutes related to food and agriculture.

Education Requirements : Master’s degree in Agricultural Economics, Economics, Marketing and Management, Agriculture or Business is required.

Language : English level IV, fluent (speaking, reading, and writing) is required and French level IV, fluent (speaking, reading, and writing) is required. Must be able to interpret highly technical trade journals, trade documentations, US Government legislation, Senegalese and West African legislation and trade agreements.

Skills and abilities : Must be able to develop and maintain an extensive range of contacts with senior level decision-makers within the Government of Senegal, West African governments, and the private sector. Must be able to relate agricultural developments to broader Senegalese and West African political, economic, and sociological forces. Must be able to plan, organize and monitor a comprehensive reporting program. Must be able to prepare well-researched, analytical reports forecasting future trends and changes in agriculture, to conceptualize, plan, organize and monitor comprehensive marketing programs designed to promote US agricultural product exports, and to maintain objectivity when working with office colleagues or others. Must be skilled in using computer databases, analyzing statistics, and making presentations.
